Is the Romex w/ jacket in the panel or just hanging in front? Top two breakers look a little loose too. Other than that, it's a prefab?

This is a subpanel.Take a look at The EGC,Neutral and the bond screw.

Looks like it was fed with a 4 wire feed, but the bond screw is installed.
